The Housing Authority of the City of Milwaukee (HACM) provides subsidized housing for low-income adults (18+) who have a disability.

Applications for this housing program are accepted on a continual basis. We do not offer emergency housing assistance.

The majority of our apartments are one-bedroom apartments; however, a few two-bedroom units are occasionally available for those households requiring a second bedroom.

Completed in 2004 and located just west of the Marquette University campus, Highland Gardens offers 114 1- and 2-bedroom apartments that are fully accessible. Highland Gardens features many building amenities for the comfort and enjoyment of its residents, a bus stop is conveniently located nearby, and there are restaurants within walking distance.  Highland Gardens has a green roof, many energy efficiency features, and it was named one of “America’s Best New Developments” by the Sierra Club in 2005.
