HACM Welcomes Harold S. Ince, Jr. as Secretary-Executive Director

Experienced affordable housing leader takes the helm during a pivotal period for the agency

May 1, 2026 — The Housing Authority of the City of Milwaukee (HACM) Board of Commissioners has appointed Harold S. Ince, Jr. as Secretary-Executive Director following a national search, naming an experienced public housing leader to guide the agency through a critical period of operational and financial stabilization. 

Ince brings more than 20 years of leadership experience in public housing, real estate development, and organizational management. He was selected by the Board at its March 13 meeting after a comprehensive search launched in summer 2025. His contract was formally approved April 15.

He assumes leadership of HACM as the agency works to stabilize operations, improve financial management, and address key organizational priorities under its recovery agreement with the U.S. Department of Housing and Urban Development (HUD).

“Mr. Ince brings the steady, experienced leadership HACM needs at this moment,” said Board Chair Charlotte Hayslett. “The Board is confident in his ability to assess the agency’s current position, establish clear priorities, and help restore stability and accountability.”

Ince most recently served as Executive Director of the Flint Housing Commission and previously held senior leadership roles with the Detroit Housing Commission and the Housing Authority of the City of New Haven. Throughout his career, he has led complex housing organizations, managed large operating budgets, and worked with residents, government partners, and stakeholders to strengthen performance and accountability.

“I’m honored to join HACM at this important time,” said Ince. “My immediate focus is listening, assessing where things stand, and working collaboratively to put the structure and discipline in place needed to address challenges and build a strong foundation for the future.”

In the coming weeks, Ince will meet with Board members, staff, residents, and partners to assess agency priorities and advance ongoing stabilization efforts.
