HACM Welcomes John Larsen as Chief Financial Officer

 Veteran HUD and GAO Professional Brings More Than 20 Years of Public Finance and Housing Experience

MILWAUKEE — The Housing Authority of the City of Milwaukee (HACM) has named John Larsen as the agency’s Chief Financial Officer.

Larsen joined HACM in June 2026 and administers the agency’s financial operations, supports strategic decision-making, and helps ensure responsible stewardship of public resources.

“Mr. Larsen brings more than 20 years of extensive experience in public housing finance, government accountability, and organizational improvement,” said Harold S. Ince, Jr., Secretary-Executive Director of HACM. “His expertise will be a valuable asset as HACM continues its work to strengthen operations, enhance financial management, and serve Milwaukee residents.”

Prior to joining HACM, he served with the U.S. Department of Housing and Urban Development (HUD) and the U.S. Government Accountability Office (GAO). Most recently, he worked as an Operations and Finance Recovery Director on HUD’s receivership team, helping public housing authorities improve operations, strengthen internal controls, and enhance financial oversight.

“I am honored to join HACM and support its important mission of providing affordable housing opportunities for Milwaukee residents,” Larsen said. “I look forward to working with the Secretary-Executive Director, Board of Commissioners, staff, residents, and community partners to help strengthen the agency’s financial foundation, support organizational improvements, and advance the agency’s mission.”

Larsen earned a Master of Accounting and a Master of Arts in Economics from the University of Wisconsin–Milwaukee, a Master of Public Affairs from the University of Wisconsin–Madison’s La Follette School of Public Affairs, and a Bachelor of Business Administration in Finance from the University of Wisconsin–Madison.
