Harold S. Ince, Jr.

Harold S. Ince, Jr. was appointed Secretary-Executive Director of the Housing Authority of the City of Milwaukee (HACM) in April 2026. In this role, he provides executive leadership and strategic direction for the Authority, overseeing its affordable housing programs, real estate assets, redevelopment initiatives, and resident services operations.

Mr. Ince brings nearly three decades of distinguished experience in affordable housing administration and organizational management. Prior to joining HACM, he served as Executive Director of the Flint Housing Commission. He previously held senior executive positions with housing authorities in Michigan and Connecticut, including roles as Interim Executive Director and Deputy Executive Director of the Detroit Housing Commission.  

Throughout his career, Mr. Ince has successfully led complex public housing organizations through strategic transformation, operational enhancements, and program modernization. His expertise encompasses Public Housing and Housing Choice Voucher program administration, capital planning and investment strategy, and organizational development. He has collaborated extensively with federal, state, and local partners, as well as resident leadership groups, to advance affordable housing initiatives, strengthen community partnerships, and improve resident outcomes.

Mr. Ince holds a degree in Business Management from Albertus Magnus College.

John Larsen joined HACM in June 2026 and administers the agency’s financial operations, supports strategic decision-making, and helps ensure the responsible stewardship of public resources.

Mr. Larsen brings more than 20 years of experience in public housing finance,  government accountability, and organizational improvement. Prior to joining HACM, he served with the U.S. Department of Housing and Urban Development (HUD) and the U.S. Government Accountability Office (GAO). Most recently, he worked as an Operations and Finance Recovery Director on HUD's receivership team, helping public housing authorities improve operations, strengthen internal controls, and enhance financial oversight.

Mr. Larsen holds a Master of Accounting and a Master of Arts in Economics from the University of Wisconsin–Milwaukee, as well as a Master of Public Affairs and a Bachelor of Business Administration in Finance from the University of Wisconsin–Madison.

HACM is pleased to announce the appointment of Zena Farah as Chief Operations Officer, joining the agency in July 2026. In this role, Ms. Farah provides executive leadership and operational oversight for HACM’s public housing, affordable housing, and Housing Choice Voucher programs. Her work supports HACM’s mission by advancing operational excellence, ensuring regulatory compliance, and enhancing resident‑focused services across all housing portfolios.

Ms. Farah brings extensive expertise in property management and federal housing administration. Prior to joining HACM, she served as Regional Property Manager with KMG Prestige. She also spent more than 16 years with the U.S. Department of Housing and Urban Development (HUD), where she held multiple leadership positions supporting public housing, Housing Choice Voucher, and multifamily housing programs.

Throughout her career, Ms. Farah has managed complex housing portfolios, provided technical guidance to housing authorities nationwide, and strengthened program performance and compliance across a broad array of federal housing programs. Her leadership will be instrumental as HACM continues advancing high‑quality, affordable housing opportunities for Milwaukee residents.

Ms. Farah holds a Bachelor of Fine Arts from Ohio University and is a graduate of HUD’s Management Development Program.
