Antonio M PerezAntonio M. Pérez
Secretary-Executive Director

Tony Pérez was appointed Secretary-Executive Director of the Housing Authority of the City of Milwaukee (HACM) in July, 2000. Mr. Perez leads the agency in its mission to provide housing stability to low-income families, seniors and disabled adults, to support residents in their efforts to achieve self-sufficiency and good quality of life, and to foster strong, resilient and inclusive neighborhoods in the City of Milwaukee.

HACM’s housing programs provide affordable housing options to over 10,000 low-income households, as well as nearly 1,000 market-rate apartments in the City of Milwaukee. HACM also provides programs and services that connect residents to  education, employment, homeownership, and access to health care and social services. HACM has earned honors  for innovation in services that improve residents’ lives, leadership in environmentally-sustainable design practices, and creative and effective housing strategies, most notably with the World Leadership Award for housing from the World Leadership Forum. Mr. Pérez is an active board and committee member for many local and national organizations, including the Council of Large Public Housing Authorities and the National Civilian Community Corps.

Prior to his work at HACM, Mr. Pérez founded and served as Executive Director of the Milwaukee Community Service Corps (MCSC), which provides low-income urban youth with education, life skills and on-the-job work experience in a holistic program of development. Born in Puerto Rico, Mr. Pérez graduated with honors from La Salle Christian Brothers College. He completed undergraduate work at the University of Puerto Rico, the University of Miami and was awarded a Bachelor of Science degree in Psychology from the University of New Mexico, where he graduated Magna Cum Laude.

Bobbi MarsellsRoberta "Bobbi" Marsells
Assistant Secretary

Bobbi Marsells has been Assistant Secretary for over 20 years, a role in which she oversees the Community Services and Modernization and Development departments of the Housing Authority. She has served as coordinator for six HOPE VI grants, totaling over $100 million. She has also led successful efforts to procure over $140 million of tax credits to construct/renovate over 1,200 affordable housing units using mixed-finance development. She has earned a Master of Science in Social Welfare degree from the University of Wisconsin-Milwaukee (UWM) and has completed post-graduate work in UWM’s Urban Social Institutions program. In addition, Ms. Marsells has over 15 years of experience in the private, non-profit sector.

Willie L. HinesWillie L. Hines, Jr., Jr.
Associate Director

Willie Hines was named Associate Director in 2015. He oversees HACM's housing portfolio and its Housing Choice Voucher Program. He served as President of the Milwaukee Common Council from 2004 to 2014 and Alderman of Milwaukee's 15th District from 1996 to 2014. He was formerly Chairman of HACM’s Board of Commissioners from 1998-2014. Prior to his election to the Common Council, Mr. Hines worked as an economic development specialist at the Milwaukee Urban League, as business liaison representative for former U.S. Representative James Moody (D-Wisconsin), and in the private sector for both PepsiCo and Ford Motor Credit. He holds a Bachelor of Arts degree from Marquette University.

FernandoFernando Aniban

Chief Financial Officer

Fernando Aniban became Chief Financial Officer (CFO) in October of 2009. He leads the strategic management process of HACM and has implemented policies, systems, and procedures that strengthen internal controls and ensure accurate and timely financial reporting. He is currently the vice-chairman of the Finance Committee & a member of the Learning and Technology Committee of HAI Group, of which HACM is a founding member. Mr. Aniban previously served as Director of Finance at the Winston-Salem Housing Authority and prior to that the Franklin Redevelopment & Housing Authority. He has been a Certified Public Accountant since 1987 and has over fifteen years’ experience in financial planning and reporting, asset and liability management, treasury operations, and monitoring of compliance of debt covenants and other regulatory/contractual requirements. Mr. Aniban received a bachelor’s degree in Accounting from the University of San Carlos, a master’s degree in Business Administration from the University of Phoenix, and he graduated from the Strategic Business Economics Program at the University of Asia and the Pacific.  Mr. Aniban was named CFO of the Year in 2014 by the Milwaukee Business Journal.


Senior Leadership

Kenneth BarbeauKenneth Barbeau
Director of Community Programs & Services
Ken Barbeau has worked for HACM since 1999 and is currently HACM’s Director of Community Programs & Services. He is responsible for the planning, design, implementation and management of all public housing resident services programs in Milwaukee, including programs that assist residents with employment, education, healthcare, senior and disabled services, financial education, and many other programs and partnerships. He also oversees HACM’s public safety and public housing wait list and screening functions. Mr. Barbeau previously worked as Director of Internal Audit & Compliance for an international healthcare organization, Pathfinder International, from 1991 to 1999 and worked for Ernst & Young from 1985 to 1991. He received his A.B. in Physical Sciences from Harvard University in 1981 and his B.B.A. in Accounting and MIS from the University of Wisconsin-Milwaukee in 1985.

Greg Anderson

Gregory T. Anderson
Senior Asset Management Director
Gregory Anderson joined HACM in 2017 as the Senior Asset Management Director. He oversees and manages the contractual relationships with third party entities that provide property management services for HACM. He previously worked with the United States Postal Inspection Service and spent sixteen years with the Chicago Housing Authority where he successfully managed over 3,000 mixed-use units. He holds a Bachelor of Art degree from Governors State University, licensed leasing agent (Illinois) and several housing management designations.

Beverly JohnsonBeverly Johnson
Senior Asset Management Director
Beverly Johnson was hired by the Housing Authority in 1996. She has served in three other positions with the organization prior to being promoted to the position of Senior Asset Management Director. Ms. Johnson received training and certification as a Public Housing Manager from the National Association of Housing and Redevelopment Officials. She currently has oversight responsibility for twelve low-income public housing program sites (2,660 units) as well as 390 scattered sites units, and she manages eleven Housing Managers and one Senior Housing Manager.  Beverly is proud to work for the Housing Authority and to assist with providing decent, safe and affordable housing to those living with us.
Warren B JonesWarren B. Jones, P.E.
Vice President of Construction

Warren Jones has been with HACM since 1998 and has over 35 years' experience in the construction and development industry with an emphasis on accessible, affordable and sustainable housing. He is a licensed Professional Engineer who has managed and directed many award-winning remodeling and restoration projects, as well as new construction projects that range in size from $50,000 to over $70 million. Under Warren’s leadership, HACM staff are learning and applying new sustainable technologies through partnerships with Wisconsin Focus on Energy, U.S. Department of Energy, U.S. Department of Housing and Urban Development, and Argonne National Laboratory, as well as Green Roof Professional accreditation. Warren has a bachelor’s degree in Civil Engineering and is licensed as a residential and commercial building inspector.
