Recovery Agreement
Transmittal of Recovery Agreement
- The recovery agreement is a document between HACM and HUD, stemming from HACM’s “Troubled” agency designation, based on the 2022 failing PHAS (Public Housing Assessment System) score and August 2024 on-site assessment.
- The Agreement is a binding contract required by federal statute that delineates performance requirements, reporting requirements, and statutory recovery benchmarks, implemented by regulations found at 24 CFR §902.75(d).
- It is specific to Public Housing.
- Completed actions in this agreement would recover the agency from the “Troubled” designation and achieve sustainable performance.

- This document is in tandem with the recovery agreement and more specifically lays out a plan of action with desired outcomes, tasks, targeted dates and responsible parties.
- The sustainability plan is a working document in which deadlines and action items will be added or adjusted as HACM works with HUD to meet necessary benchmarks that align with the recovery agreement requirements.
- The sustainability plan is divided into 4 categories: governance and oversight, financial management, physical asset management, capital fund.
